Just drag and drop the texture file (e.g. png, tiff, tga, psd,...) onto your 3D model and it will create a placeholder material with that texture applied.
Alternatively the manual way: Open the material editor and assign a new material to your object. In the material under diffuse assign your texture file (again you can drag and drop the file onto the slot here)
So even if I was able to texture this in Substance or Quixel, then it could still get screwed up in Max or when I apply the texture? If I have a bad UV then I would've thought it wouldn't do anything crazy like this...
Where are you modeling this? What does it look like in there with the same texture? What export format are you using? Have you properly adjusted the export settings? How are you importing the model? Have you properly adjusted the import settings? Etc.
Be methodical. Try to figure it out. It will take a bit more effort and a bit more time, but you'll learn so much more this way.
I found the model file, it wasn't were it was supposed to be and I picked the wrong one, however when I added my textures it made it look 10x worse than what it looked like in substance Painter, basically looks like it went from 4k to 256

Use google, it's your friend. that said You can change the maximum resolution of your viewport textures under the viewport configuration. By default it's probably something like 512, which is most likely the reason for what you are seeing.
That worked! Yeah, sorry for all of the questions... I honestly couldn't find anything out about textures in Max and it was driving me nuts. I asked about this on the Autodesk forums over a month ago and never got a response. Now I am pretty much set after figuring this out and all of my eggs are in place to just practice.

It slapped my textures on it but you can see that the individual tiling that is going on is the texture of the whole model
Where are you modeling this? What does it look like in there with the same texture? What export format are you using? Have you properly adjusted the export settings? How are you importing the model? Have you properly adjusted the import settings? Etc.
