I am looking for an affordable PC (Second Hand) for 3D Rendering/CGI Purposes, Should I take it for this price?

    2nd hand watercooled pc, no thanks. They can be trouble and they are mostly unnecessary unless you are overlocking so the proc and motherboard are probably close to the end of it's life cycle. You could probably build a new one that hasn't been abused for fairly close to your budget. 

    Unless you know the history of this system personally and feel good about buying it, I wouldn't risk it.

    That said, it's a decent price for what's in it. I wouldn't worry too much about it having been water cooled, that chip doesn't overclock- or at least not significantly. But the cooler is something to look into replacing. This box wouldn't be a good option for rendering: 4790 is a pretty solid chip, but still slow if you're using a CPU renderer. The GTX970 has a known memory problem once 3.5GB is used, greatly harming it's performance, making it a terrible choice for GPU rendering.

    For the price, I also think you could do a lot better unless you need it right now. But there isn't a whole lot of upgrading you could do as far as CPU/RAM/Mobo are concerned.

    I think the price is tempting, especially given the current GPU prices, but you have no guarantee how long this hardware is going to last and no upgrade path other than adding ram or a better GPU as previously mentioned.

    Still, if you're short on cash and are able to test it, I'd consider it,
    on the other hand though as they say 'poor people can't afford cheap things'.
