Quite simple actually. I want to create an environment with a floor, with water on top of it. It cannot be a simple wet texture on the floor. It has to be real water cuz there will be some props submerged inside the water. Any idea?

How deep is this water if it's on top of a floor?
There are many tutorials out there for creating wet/puddle like surfaces. For a full body of water, why not treat it like if you were working with a lake or an ocean?
Based on the reference from your other threads, You'd just use a plane/cube with a water shader on it. Have your cables or whatever clip into the cube, and it's done.
in ue4 if i want to have a refraction effect do i need a volume (cube), or a simple plane would suffice? I know that for houdini that you need a volume
What if you would just finally do it and see how is it looking. Making a cylinder half clipping into a plane isn't this hard, come on... There is also a documentation about different type of reflection captures, and refraction as well made by Epic, and you only need to type these words to find it on google, not some secret magical keyword.
