How to put snow inside a crack in designer

So currently im designeing a rubber tire material. And i want to make some version with snow and without snow. But i didnt know how the hell can i put snow inside it. Any idea?

I havent made the rubber too so any tips on creating random small cool scratches would be greatly appreciated

Do you have the height of the tire currently? If so go ahead and post it so we can take a look. But from what I know you can take whatever mask you've generated to create the cracks and invert and then edit through blends and warps in order to give where the snow would build up. Think of the black cracks turning to white upon the invert.

how about the snow? is it a dielectric material? can i use a base material node to get started?

Yea I mean if you just want to get the effect working really quick, just a base color of blueish white and a normal map of some clouds could do the trick. It depends on how realistic you want it to look. There are dozens of snow materials and tutorials on how to do it yourself.
