I was about to suggest the Amazon Basic Monitor arm, but as I think on it, if you as a user will be moving the monitor constantly, better to pay a little more for something that has a better track record in public opinion then the relatively generic brand.
it stays in place and you adjust the strenght needed to move it, but its not vibration free. i guess i could screw a long rod on the backside that touches the table which would make it vibrationfree, but it doesn't really bother me because i always rest my hand on the tablet and draw from the wrist

the thing that surprised me the most is the notebook tray, its relatively cheap but its really thick and sturdy
