I've been working on this likeness study for quite a while and seems to be going nowhere. So I've decided to seek fresh eyes in hope of improving my sculpt.
First I will suggest to dig out a good side view I think you should start with fixing her face/scull shape then give her a strong jaw, then neck shoulder volume and orientation plus add underchin plane , fix ear inclination and eye socket depth and fat above the eye , your profile is all messed up - chin is too long and you missing her brow bone and prominent frontal eminences + all the angles
Hope it helps. As I suggested find your self a good side view then make a line up like above one and you are good to go You already have most volumes in place just not the correct place for her
