Where are the uv controls?

Trying to change the size of a material in Substance painter and I know I have seen uv controls on bitmaps. Even under bitmaps the option has disappeared (I know im not clicking the right buttons). The only thing I can find is tiling which only goes to 10. That isnt scaled down enough. Cant seem to find the answer on the web.

What are you looking to scale? On fill layers, you have a UV Scale option that goes up to 128.
