My post about how to disable the dreaded pop-up circle with Wacom tablets in Windows has been making rounds in reddit. Some of the comments are hilarious. But it seems I was able to offer useful solution on how to get rid of the annoyance.
It would kill that ripple effect everywhere. Unfortunately it would also kill any pressure sensitivity in Photoshop. To bring it back do those steps (from Adobe forum):
Create a file that contains instructions to revert to the WinTab functionality.
2. Create a text file in a text editor such as Notepad.
Type in the following lines:
# Use WinTab
UseSystemStylus 0
3. Save the file as a plain text file named PSUserConfig.txt
4. Put (copy) the file into the Photoshop settings folder: C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2015\Adobe Photoshop CC 2015 Settings\
5. Restart Photoshop and check the pen pressure and overall performance.
Adobe climes that "ink" approach gives "better experience" than older WinTab one but I can't tolerate those ripple circles everywhere.

Disable "Windows ink" in driver settings.
