Depending on what you're going for, you might be able to get away with just using Photoshop to paint a hair texture.
That said, you'll probably get farther if you use the hair tools in your 3d program to groom and render your hair cards textures (this would let you iterate and get higher quality textures).
I'm trying to figure out how to do this in Modo, but I found this video for Maya was really helpful:
this is what i have so far, but it seems that im not going to be able to do it like this right? as im guessing unwrapping each plane is far to inefficient, the textures i will probably do using 3ds max cloth
