Show us the texture window so we can see the compression settings. Also, I don't think Toolbag compresses textures, so that is most likely the biggest issue here and why you're getting the banding and color artifacts. There are ways around that, depending on your workflow and memory requirements, but lets see the settings you're using currently first.
