3DS Max - IKHI System not following IK goal

Hope someone might have an answer for what I could be overlooking - I'm testing out an arm rig on a NieRbot, with each bone locked to a single axis to correctly move all the interlocking parts, and yet it seems incapable of correctly resolving the chain to meet the goal. The axes are constrained by un-ticking the Active boxes under Rotational Joint in the Hierarchy->IK window.

With the number of bones it really shouldn't be having problems reaching the kind of positions I've been testing, and honestly at times I wonder if there's a bone or two that's being erroneously fed negative values or something, though I can't fathom why or how.

You can see an example below, and if necessary I can link to a copy of the .Max file. This has had me stumped for entirely too long and I've worked through just about every possible culprit to no avail, so any help would be greatly appreciated. If I'm an idiot and need to re-examine IKHD I will but it seems like it really should be unnecessary and it's given me such grief in the past trying to reset to initial angles, etc.
