Beautiful work. I'm a big fan of the cyberpunk genre & Blade Runner in particular, so I love to see more stuff like this.
I hope you don't mind me commenting on a few things I've noticed though.
For the vehicle, which I'm guessing is a scraper of some sort, it has a lot of details on the back side. I'm talking about the "+" shaped things on the 3 dark grey supports. As an engineer, I can tell you that parts such as this don't require that many bolts. Also, because they're repeating 3 times, it makes them a bit too much for an observer, and I'm saying this even before I saw the backside image!
The street with shops/vending machines lined up is too perfect. It's only a still image so I don't know how it looks in-game, but a few broken lights and non-functioning vending machines would create variety and a feel that they're used.
The caustics effect of the water on the walls in Wallace's room is really cool! However, from my perspective, they look overly large and a tad too bright. Wallace's room caught my attention in the film, actually his entire building, because of how it's enveloped with deep shadows cut through by rays of light. His structure & especially his room reflect his blindness. So maybe you could go for a darker, heavier atmosphere.
But all in all I really do like what you did with the city look and feel. Hope to see more images!
