Normal Maps Appear Broken in Maya, Arnold; Perfect in UE4

Hey, new user here, thanks to the community, it's been beyond helpful.

When I bake a normal map out (in handplane, using uv islands, hard edges, a cage) it looks terrible in Maya, whether I'm using Viewport or Arnold, with obvious black seams along hard edges. However in UE4 it looks great! I'd like to be able to get a good preview out of Maya, what's the problem here? I've attached screenshots, is this problem unavoidable?
