You can try TreeIT, which is free and has OBJ support for exporting. There is a solid video tutorial on youtube walking through the TreeIT->Unreal process and its pretty straightforward. I haven't used it a ton myself but it seems pretty capable at producing high quality trees. One neat feature it does have is the ability to make an alpha mask of the branches, leaves or the entire tree to use later for LOD cards, which is nice.
The only think I haven't found is how to do manipulate the secondary branch splits. It has the trunk, main branches from there, and then branchlets from what I can tell cannot be rotated, sized or changed in any way.
Also blender has the sapling plugin you could try, people seem to get solid results from that.
