Modo and making holes in curved surface.

In Max you have to select polygons->face constraint->loop regularizer script->profit.
In Modo...Select polygons->perfectcircle script or radial align->WTF? Without face constraints result is messy.
This tip is legit, but too many clicks and actions. And this. Same.
Is there any other (fast and simple) way to make holes in a bent surface?

Radial Align mostly follows the curvature on a sphere when you uncheck flatten and give smoothness value as 0. But it kinda fails on cylindrical ring shapes.

People here transitioning to modo have asked about modo's equivelant of Face Constraint many times before. There's no such a thing in modo and I lived without knowing it for years. More interestingly it's not even a highly demanded feature among Modo users. But I can definitely see the benefits of a tool like Face Constraint, so you can move the edges/vertices without altering general shape of the mesh.

Yeah my question was partially inspired by this thread about constraints.
