Does painter blend height and normal together? How to turn it off?

Hello,

I have a simple setup in painter: a fill layer with an albedo, height and normal. I add a paint mask, use stamp tool and export maps.

The problem is that I can't get a good looking normal map! Painter is probably blending height and a normal together, but why, how to turn it off?
Additional questions: should I work with 16bit height? Where I can project such map?  But even with 16bit height export will be wrong, because normal is like doubled (2x stronger) because of this blending, not only destroyed because of the artefacts.
