A basic tiling question

So I am trying to follow
a simple instruction from Warren
to test out
a tile-able material from Source
in Substance Painter.
I made sure:
- Using simple quads
- UV from 0 to 1
- Export to FBX
- Open in Substance using Unity 5 preset
- Import and add the material
- UV scale to 1
But it doesn't quite line up, what am I missing?

I am not asking a crazy question right?
I can get many material to tile, but not this one? Or were they all slightly off and I just didn't notice them?

On a second thought maybe I should check my UV is indeed prefectly 0-1 again, that's probably the only place where this can go wrong.
EDIT: Yep that's the issue, sigh.
