Normal Map baking issue - 'dimples' in my map

This is a relatively new issue I'm hitting. I haven't done normal bakes in a while since I've been doing largely low poly and hand painted stuff so my workflow is a little shaky. But I've never hit this problem before and can't pin why it's happening. See the highlighted areas:

There is some artifacting on the lips that I know the source of. It's the circled areas that seem to be sort of all over the model in various lighting conditions. Here is the wireframe, which I don't think could be causing the issues. I might have a little stretching around the nostrils but that isn't the only place I'm having the issue


I'm using xNormal to bake.
