Hello, the title says it all, how to do it in photoshop... It seems easy but either im stupid or tired, but i cannot figure what commands/features/tools to use in photoshop to get this done quickly... Can someone suggest?

Its called dilation. You need to have transparent background (png style) and then run the dilation filter.

Flaming Pear has a photoshop plugin that does this, called solidify.

Obscura: is the "dilation filter" a default part of photoshop? I cannot find it there...? (or is it some plugin? which one?)

I think maybe it comes with Xnormal.

if you use substance designer you can find filters that does filters dilation. like this
