I've never really USED this program (Substance Designer) before, but would these materials be considered relatively easy to make? And if so how would I go about creating them? Second question is how well I'd be able to transfer the material over to Maya, to render in Arnold for 2017.
They are really easy materials to make. You could pretty much just use a Base Material node and tweak it to your liking, try playing around with it for a bit. I'd watch a few beginner tutorials on the Allegorithmic YouTube channel if you get stuck, you'll be surprised how easy it is.
