Since you are missing some of the viewport overlays that control how things are displayed in the viewport, I think it's related to your graphics card and it's drivers.
What happens when you create a new map? A new project? What kind of graphics card do you have? When was the last time you updated the drivers? Have you recently updated drivers? You might want to roll back to previous drivers and see if that works. Have you recently updated windows? That will sometimes install default graphics drivers that should probably be replaced with drivers from the hardware manufacture. Did you recently upgrade your project to newer versions of Unreal? Are you sure your system meets the min spec for unreal?

It's possible to detach it, like any other tab. At the top menu, click window - viewport and add one.
