The Picker: Orientation palette is where you typically go to change the orientation of a brush. Chances are it is set to Cont-Ori by default, which continuously updates the orientation across the surface of the model. If you switch to the Pencil option instead, you can use the current screen direction instead (or adjust the spotlight around to customize the angle if you don't want it straight-on).
i am not sure i understand what you are trying to achieve, can you illustrate what the output of your idea would be?
Usually clay build up or other clay brushes use surface normal to deform the mesh but is there any way to make them create intrusion and extrusion perpendicular to the camera.
