[Photoshop] hotkeys not working on startup?

Photoshop CC 2017
Windows 8.1

Every time I start PS, I can't use any hotkeys, they're disabled. Ctrl A for example. I have to click on another tool in the Tool panel, then I'm able to use hotkeys.

Anyone else have this problem? Any ideas for solutions?

Did you try to reset the preferences? it worked out for me when I had this problem.
