Standalone Vertex Paint App?

General shoutout here to anyone who might know of a standalone vertex painter. I've seen a lot of third party UV unwrap packages and I'm wondering if there's something out there similar but just is a vertex painting app? I've been trying tirelessly trying to get some decent material blending in the old idtech 4 (DooM3) engine for The Dark Mod. So far Blender has been my best bet but it seems to be creating some wonky shading from bad normals. 

The other thing is it needs to export .ase or .lwo to really be of much good for this project. Otherwise I'm still looking at trying to hammer away at making Blender work. 

OPTION 2. I do know that Lightwave itself works flawlessly but the only problem there is I can't just keep using a demo version for paints (as it's only like as 30 day trial). Not asking for anything outside the bounds of product licensing but was there ever an older version of Lightwave (similar to Softimage Modtools) that's a limited free use version? That would be the ideal option if so.

Otherwise to recap, here's what I have to work with.

Softimage 2015 (my primary app). Normals are completely messed up in-game and aren't able to save a functional model with vertex paints.

Blender 2.75. I use Blender to import exported lwo files from Softimage, to finalize the meshes going off as the final game version. From my knowledge Softimage' exporter doesn't really support normals in lwo format. Anything I could gather just shows that it exports hard edged models and completely breaks the mesh if it has vertex colors stored.
