Looking for help with Overwatch-style hair in DDo

Heya guys, I'm looking to learn more about surfacing (I'm a 2d Illustrator and ZBrush sculptor) and I'm going to make some Overwatch related busts. Has anyone seen any handy tutorials on how to produce hair like in Overwatch? This picture of tracer seems to have a really neat stylised anisotropic (?) kind of thing going on. I'm looking into Substance and DDo options.

you need the right shader in the engine... and some flow maps..
