[3Ds Max] [CAT] The ankles are messed up. How to fix?

I think it had been a few years since I have posted here, but this place was always good about finding solutions.  Running 3ds Max 2013 64bit, and (trying to) animate in the cat tool, with a character someone provided to me. Standard human CAT rig, with one toe bone. When I apply an animation layer, and start to animate the feet. The ankles deform and stretch oddly. I can pose the model fine in set up mode, but not  wuith the animation layer active, and in the acniation layer it looks like the lines for the IK solvers extend about 6 inches (A bunch of Centimeters) below the heels). Is there a fix for this?

    To elaborate, this is not the ankle twist bug, when using FK/IK  sliders in CAT, but it happens by just hitting the Animation Mode Button in CAT.

    In set up Mode:

    So if anyone has a solution to this error, i would be eternally grateful.  Thanks
