I see your point! How much do the faces really matter? You spend most of the time looking at the back of the characters head. As for cut scenes, who cares? I skip that shit every chance I get. I want to play games not watch poorly made CGI movies.
Spending more resources on character faces isn't going to make the game better, so why do it?
Well yeah the forms look like 2008, Gears faces are kind of a part of the Gears Of War aesthetic. They are a bit blocky and chunky like the peoples bodies, Im assuming thats what you are talking about. It is a conscious choice on their part. Comparing it to Uncharted which has constantly been shooting for a since of realism (a completely different aesthetic at the end of the day) and emotion in their characters, is a little unfair I think.

What you're seeing are just aesthetic choices made to stylize the characters because Gears was always a heavily stylized game.
I personally think they look fantastic. Old Marcus is badass as hell.
I personally had little expectation that they were trying to hit hyperrealism.
