head proportion question

Hi guys , i am trying  to sculpt head , but after blocking phase i cannot decide where to actually put eye sockets ,
another thing is as you guys know eyes are used to measure the head , so  how  do i measure the head if i haven't made the eyes yet , how do you guys decide the correct position of eyeball ? i am struggling with this.

You should always add eyeballs as part of the block-in. It doesn't take any effort to create a sphere and just move it into the head, from there you just adjust the head mesh and the position of the eyeballs as needed.

thanks, but how do i decide the distance between eyeballs?

You use the relative proportions of the rest of the head. If you own any figure drawing or anatomy book there should be a guide that looks something like this: https://s-media-cache-ak0.pinimg.com/originals/2f/25/61/2f25611371673b196817de66a7abdc42.jpg

You can see vertically they're roughly in the center of the head, horizontally the pupils line up with the corners of the mouth. The eyes are roughly one eye width apart. When you work with relative proportion you are basically building by tweaking, you add your features and tweak them all together in relation to eachother until their proportions look acceptable.

thanks, whole day i try to sculpt but it looked like shit so at night decide to restart from scratch and made this block , i will put eyeballs and just test it.

Like atticusMars said, it's all about proportions,
If you use proportions guidelines which can be found a bit everywhere online, the positioning should be allright.
You can also adjust it as you go along while sculpting, It doesn't have the be perfect ot set from the start.
You can kind of set approximate proportions to start with and then once you have the eyes in you can double check the proportions based on them
