Character Design (something is missing,feels a bit plain)

Hi people of polycount long time no see, 
Currently working on a character for a school assignment only it really feels like it's missing something, it's a mecha/organic suit, it should resemble it taking over the body,this would happen when she feels feelings, Would love feedback or maybe a paint over on how I can improve the design before starting the 3D process.
After this week I have around 4 weeks to turn the design in to a 3D character :)

    Well, first off, what is this suit for ?? Is it for combat ?? Is it just how people in the future dress in general ?? What's special about it ?? What's the point of it ???  Why wear it ??

    Also, is that red dress part of it ?? Or is it just wrapping itself around her ??

    Also, what is she ? and what does she do ?? 

    Right now, my first thought would be ... "That's Starfleet Redshirt + SevenOfNine + Witchblade"

    Note; there's nothing wrong with a red dress. But you can add lots more details to it. Add panels, and layers, and padding, and seams, and pockets, and wrinkles, belts and buckles, and what not. And it will look a crap ton more interesting.

    But all in all; the most important question is; what is it ??

    PyrZern in the near future emotions/feelings are not allowed by the government .
    The government keeps people in check with special suits these are mandatory, if the suit registers a feeling it will terminate the wearer. The lady in this concept is working for the government and it's her job to trigger people who are close to having feelings. that's why her clothing is a little bit suggestive. (so the suit has to feel a bit organic/alive).hopefully that clears it a bit up.
