FBX animation moves in Maya but not in FBX Review

So I've got this horse and jockey scene that I exported to FBX format from Maya 2016. The FBX scene animates as intended in Maya (both 2015 and 2016) but when I open it in FBX Review, the jockey is not moving at all (the horse from the same scene is fine though). Exporting the jockey separately also results in a file that animates fine in Maya but not in FBX review. Exporting the jockey again from the original Maya file does not resolve the issue. Naturally, I have 'bake animation' with the intended frames enabled in export options.

My client says that if the animation does not work in FBX review then it will not work in his game. It looks like something obscure is being lost in the export process that FBX review needs to read in order for that particular element to animate.
