does override_vpk work in custom matches on Reborn?

Hi everyone,

Does override_vpk still work the same way it did before Reborn for custom matches?

I am trying to set up an env to test custom vfx on abilities and can't seem to get any of the changes I make in /content or /game to show up at all using -override_vpk
