Do I need VR equipment to make VR content?

Pretty simple question, I know, but I'm honestly curious to know whether someone needs Virtual Reality equipment or programs to actually create VR compatible media?

I know that in the Reallusion 3D Character Design Contest there's a special acknowledgment reward for making you're creation VR compatible... whether that means the final video has to be viewable in 3D, or just the model on its own I don't know, but it'd be nice if I could pull off VR in my project, since no one else seems to be trying it.

Without a VR headset how are you going to know what it looks like in the environment? it's not essential as asset creation hasn't really changed much but,

you will be blind to any VR specific anomalies, should they occur.

That's something I've been worried about, the only thing I could do is ask someone who has a VR setup to look at my final model and tell me what is wrong with it.
