Do you have service pack 2 installed? If so and in case you are using nVidia card, what's the version of drivers you have installed? 362.00 works best for me on windows 10.
I've tried 362.00(based on your suggestion), also 365.10, 368.22 and current(368.81, all have the no impact on the bug. This is with a 780 Ti. When switching to OpenGL rendering the problem goes away, it's only in DX rendering(Legacy and Nitrous).
I'm on driver 362.00 for stability reasons too, I've got a 980 GTX. I can't repro your problem right now. But I had a similar problem several years ago with 2 cases.
My mouse driver had a app switching utility that was causing weird redraw problems in 3D applications. Uninstalling and using the generic mouse drivers worked.
Another time having Steam or my web browser open behind 3ds Max would cause this redraw problem. Try closing other apps and see if that helps.
Did switching to Windows 8.1 solve your issue? I guess I might try switching to OpenGL to resolve this for the time being. Windows 8.1 isn't an option for us at this time. Also, how are you guys getting .gifs on this? I had to have a second pair of hands to screen capture my problem:

I made a bug report on Max beta forum the day this appeared here. I included a link to this thread. There hasn't been a patch since then. Please list your system specs so if / when they get to it they may be able to repro the problem.
The "Select Overlapping Polygons" is a known issue, but the Marquee problem is not known.
I told our IT guy, "They're going to say it's a graphics card issue." Behold! That's what was replied back from Autodesk.
At this point I'd have to say, why did this not happen in 2016 with my system specs, but now it's a problem? Whatever you did to change the layout is the issue. Meh...

And now I'm getting random crashes while working in 3DS Max 2017. This software has really gone downhill. I haven't worked with a stable version since Max 2013.
If you look at the PDF they sent, your card is listed as tested without caveats. But, the problem is really driver based. Which is probably why upgrading to Win 10 fixed it for me. Also the only *real* difference between Geforce and Quadro cards are the drivers(besides RAM and build quality).

When I plug up two monitors, one in each graphics card, that's when I get the Marquee Selection error. Plugging in two Dell U2212HM is giving me an issue.
I didn't try mixing and matching, but I bet we'll get the same issue. It has something to do with plugging in two monitors. A single monitor works fine.

SP2 does not fix the problem.
