How to make high quality 3D Coat Brushes for PP Painting?

So, I am currently trying to use 3D Coat for adding in normal detail (mostly scratches/damage) to my models with the per pixel painting mode. Unfortunately, it seems that if I try and draw in details with just a regular brush, it always comes out fuzzy/pixelated. When I have tried using some of the other brush types (ones with shapes) it comes out a little bit better. So, I thought, hey, I'll just go and find some interesting looking scratches on the internet, clean them up in photoshop, and use them for normal painting in 3D Coat. Then I learned they need height map information. So, I tried tossing them into nDo to get a normal map out of it, and then a height map out of the normal map. Sadly enough, the normal map I get out of (what I thought was) a perfect test image, came out looking nothing like what I needed. And thus the height map came out even worse. So, I'm kinda stuck. Is there a better way to go about all this? Here is the type of image I want to use and its also the image I tried running through nDo.
Sadly, this is what came out of nDo. Seemingly ok to my eye, but generates a very messy height map.

    You'll need to feed 3D Coat height map information directly. You won't be able to get this from one photograph, but you could use photogrammetry, sculpting, or you could just paint the height map by hand or generate it in Substance Designer.
