Zbrush: Normal map created from lowest subdivision issue

I have this odd issue where zBrush will only create a normal map from the lowest subdivision. When I lower the level down to the lowest it creates a normal map from the lowest subdivision instead of from level 7. When I lower it down to 6 it bakes a blank blue normal map. 

Multimap exporter does the same thing. I set to bake at level 7 and it gives me a level 1 normal map bake.

None of my UVs are overlapping or outside the bounding box. This was working before until I finished polypainting. Am I missing something here?

    Zbrush is basically trying to capture the difference between the current subdivision level and the maximum level when you bake a displacement or normalmap. If you bake at a high level then you're going to have less and less difference between the geometry and so your map will contain less information. 

    Polypaint is the opposite; you'll want to create it on the highest level.
