Then you don't have a lot of great options, I would try sculpting it like stylized hair or fur in less of a pom pom shape.
Depending on its final use and size you could also just not sculpt it at all, leave the spot blank or make a cavity then put an actual pompom type hair tuft in there (something from a makeup kit might work?)
Even if you could sculpt it to a high fidelity (which would be difficult) I can't imagine the printer being able to handle it. Fibremesh could do it but again you probably couldn't print it.
@AtticusMars suggestion of just using a real-world prop sounds like the best solution.
