(offer $500+) Artist Wanted: Draw Sci-fi Book Cover: Characters/Scene (with reference)

I am seeking an artist to draw an upcoming released sci-fi fantasy eBook, available for online download (First in Chinese book, then in English).
An image link below, showing the book cover concept, and the character style/coloring. Please check first for your job consideration.

(Optional: Illustration artist with game character knowledge would be advantageous.)
==NOTE==
The artist is required to adopt the following:
[0] Eye-catching, good impression picture.
[1] Draw attractive characters (e.g. handsome man, perfect beauty etc.)
[2] Realistic coloring, but ok with a slight anime style.
[3] 3 Main characters (full body), in separate layers.
[4] Open-minded on drawing "anti-norms" pictures (e.g. female violence, erotica).
[5] Must follow a provided drawing Style Guide (for important details).
[6] Keep confidential on the work (until the eBook released).
==NOTE==
** The tentative deadline of this project is mid June.
** Budget around 500-1000 USD (depends on abilities and suitability, with our decision).
** Payment via Paypal (alternative way, need discussion), divided in 3-4 milestones.
