In Z brush there is a model of the character Earthquake, I like his teeth and they work well with a model that I personally made. So, can I just take them?
Generally speaking yes. You should not be cannibalizing other peoples models for your own.
That being said, I'm pretty sure you could easily just search the internet for a free teeth model that looks just as good and gives permission for you to reuse.

I mean the model comes packaged with Z brush, so wouldn't that automatically grant me permission to cannibalize it?
I would just make your own. I made a decent set of teeth a while back and just use it for everything. But, since I made it from scratch, its absolutely guilt free and I can say I made everything when I create a new character. If you haven't it made a set, it's good practice to do so.

Using prefabs is only cheating if you can't make the parts yourself.
If I need a pair of laces for a boot, for instance, I'll use an insert laces brush. I've made many pairs of laces in 3dsmax over the years, and know I can make them, so rather than cheating I see it as using my time wisely.
When insert brushes were first introduced in ZB I was pissed as I thought it was just an easy way in for beginners who hadn't invested years of their lives learning to model, but now I can't imagine life without them. Having said that though I usually make my own whilst creating. It's so quick to do and doesn't disrupt the workflow. But I'm not going to create cylindrical details over and over when I can get a headstart with an insert and customise it.
