substance with non pbr workflows

i use cycles as a rendering engine so materials made with substance won't look the same, i found some tutorials that got a close result but still not the same,i remember someone saying that painter is directed towards pbr but designer supports traditional maps that would work inside a non pbr workflow such as blender, is this true?
