Came upon this amazing 2d drawing of Prince John on Artstation by Hong Soonsang. A link to his artstation is below. I want this to be a good piece for my portfolio. I started with a sculpt off with it. Would like some feedback on how the anatomy is before I start adding in the clothing and details. The aim for this is to be stylized while still be true to the concept.

You've got a ways to go with this fellow. I'd suggest grabbing some photo anatomical reference so you can nail the basic shapes and then do some stylisation.
Your guy is pretty lumpy at this stage. I think you're likely working at too high a subdivision level. Reduce it down and you'll have a much easier time getting the smooth forms that you need.
Before all that though, your first step should be to select another material. Red Wax isn't great for general sculpting and it's really about time Pixologic stopped making it their default. Go with something clean and matte. I usually work with the Fast shader.
