3DSMax - Packing UV's around a shell that can't change

Hey guys, I can't believe i can't figure this out...
I have some UV's that are unwrapped and aren't allowed to move, let's call the Shell_01.  Then I have some other meshes that need to have their UV shells packed around Shell_01. 

I've tried, pinning, freezing and locking features but the pack utility rearranges all of the UV's, including Shell_01.  Does anyone know what I'm doing wrong?

Added bonus:  I'm writing a maxscript and I need to automate this process once I discover it.
