Shortcut issue in 3ds max 2016 student, installed full and still having issues :|

I have now went and installed the normal non student copy of max 2016 and I am still having issues. (I uninstalled the student copy first, does that delete the appdata files anyone know?)
But for a quick example
I am trying to make the edit poly "connect" shortcut shift c. I add this to both edit poly and editable poly just in case the override gets turned on. In both cases it does not work. Ok, thats great lets just make it the 1 key. Nope. Does not work. Nothing "sticks" to the program when its changed, and it also disables the old shortcut even tho It was not removed.
Is there anyway to fix this
