This depends on a lot of factors
What is your budget?
How much work do you need done?
When do you need it done by?
What kind of models? (characters, environments, vehicles, weapons, etc.)
What is the art style, and detail level?
Based on those questions, you might be better served by an individual freelancer or by a small team or by a larger outsource team.
