Would any of you be able to do this?

I am trying to get in contact with an inactive member, @Drakon (http://polycount.com/profile/discussions/Drakon).
I really want to buy one of his old character models off of him, as seen here:

I was wondering, if he was not able to sell it to me, or I wasn't able to get in contact with him, if one of you guys would be able to make something like it, and how much it would cost. It would obviously not be an exact replica, but it would be a character with a hoodie and a backpack, that would be roughed up, and with some snow on him because in my game, it's always winter.
He would need to be in .fbx format, rigged, and ready to go for Unreal Engine 4 usage and implementation.
Please go ahead and PM or respond with this is you're able to do it, and I'll hit you up if I can't get in contact with @Drakon and I feel as if you fit what I need.
