1. Use the Freeform > Strips tool. This will let you draw poly strips in the viewport. 2. Create a line, duplicate the line in sub-object mode, and then use a CrossSection Modifier followed by a Surface Modifier.
you could also prepare a polyplane with the number of subdivisions and the kind of UV's you want, draw splines in the viewport where and how you want them and use the path-deform modifier to make shape and position of a plane conform to a spline.
