I'm working on this environment idea. It's a "city" made of modulare cells above the clouds on the rock walls.
Here some updates, I will detail everything when I am satisfied with layout and composition.
I will use Maya, Zbrush, SubstanceDesigner.

Some updates.. a rough layout and cell textures, I've created a substance node to generate every textures on my "cell" mesh. And I will detail further more the rocks.
I'm now replacing all low poly proxy with detailed meshes.

I've used UVSets for baking all my maps of every meshes togheter in one shot, and rendered in Iray insiede Substance Designer with UVTiles. So that I can work with multiples geometries insiede SubstanceDesigner, really quickly.
