Hi and Merry Christmas!
Im about to model a dragon using Mudbox and Maya. How is the process for creaturemodeling?
Do you start with a lowpoly mesh and subdivide for futher details, after you have shaped out the baseform? How do you get it to be a lowpoly mesh but still have all the details visible in a high level for exporting?
Hope the question was clear.

it depends which renderer you are using. If your are using vray you can follow this guide http://www.cggallery.com/tutorials/displacement/.
one thing to keep in mind is that its best to re-export the low poly after, from mudbox because the base model has changed after sculpting.
They have hundreds of dragon video from lowpoly to high. If i was you i would have scrutinized every single of them to learn the topology and whereabouts. Im not kidding the best place to start is to plagiarize what others have come forth with. I would go on with a long posty but the holidays prevent me from doing anything.
