This is one of those "I can't believe Max doesn't have this already" kind of tools.
Reset Xform is an oft-used tool, but it destroys the original axes, bad for animation, bad for modeling too. Xformer 2.0 looks to bring it back with a minimum of hassle. Yisssssssss.

It could be done the way you say, just click Apply and the changes are applied. It would in fact be much easier to develop the tool that way and avoid the previewing step.
However, some times the topology of the object or its rotation makes it very hard for the artist to correctly visualize the alignment, and that is the reason why the object goes first into previewing mode, keeping the axis you have defined.
While previewing, you can redefine the axis as needed until you find the correct alignment. You can also try the Z or X alignment.
I understand that in most cases, the artist would identify the correct axis very quick, but when there are no faces pointing straight to the correct axis, and you have to use either a group of faces or edges to define them, then the previewing step comes in help.
