2D Game Art Kits for World Building

I have been analyzing games such as Ori,Rayman, and Dust and have been trying to come up with the most efficient way to create a 2d asset pipeline. Looking at Ori, they have a TON of assets that have certain sides blurred so that they can use then as legos when building up the world.

I have been trying to think of the best way to approach this process. Is it better to make a completed asset(like a large tree) and split up different sections and blur the edges so they are more re-usable?

Any advice or references to any articles on these kinds of art pipelines would be much appreciated. Thank you.
