Right now, your sculpt's proportions are off by a few heads. It's making the read be closer to a full grown adult, where the concept reads as child like. Which is fine, if that's what you had intended, but as is, it's losing a fair amount of the cute factor that's present in the concept.
I did a quick paint over showing what I'm referring to.
I straightened her body out a little in the concept so the read is more clear.

I try to fix it. It's not 100% the same size and proportions but I think it's now closer to the concept:

Here a little update:
I reworked the hair because i played the last days Splatoon and i liked how they simplified the hair for the inkling and tried it out on my model. I like it so far. :>
Had not so much time in the past to work on it but I found a bit time now to make some progress:
I don't know how to make the cape from her. Should I use Marvelous Designer for that or do it straight in Zbrush?

I revamped the scene again because the post process shader for the more cartoonish look didn't allow to use a metallic texture and i was in general not really happy with the scene.

I also rigged for the first time a character... it was fun and painfully, haha.

I feel like you could make the edge of the hat's brim a bit more defined- it feels a little soft at the moment. I'd also mess with the cool green flame particles, and make them a bit chunkier to better match the concept!
@Marshal Banana Thanks, i will tweak them a bit but i don't know if I'm able to achive the same look like in the concept art. Yeah i could tweak for sure the 3d model but i think on some point i need just to move on or im stuck all the time on this model, haha. I will for sure try to keep an eye on the next model to make it better.

So, i had some time and did the book i reworked it a bit:
I used a 3D Blockout to don't worry about the proportions and used than the same blockout for zbrush etc.
The Images are captured in UE4:
